Mary McConville is unbelievable. Watching this it just breaks your heart. It is absolutely unfathonable how this could have happened. Yvonne and Richard are acting like there was nothing they could do. Give me a break!
How could the CCAS be so inept and now not be accountable. They are supposed to be the ones watching out for our children. Why did they get into this profession in the first place.

How could so many people be so mean!

The Fifth Estate is normally a show you watch in your home and you think, poor kid, that's sad and you comment to the person beside you and then when the show is over, your mind stops at the same point the credits start to roll up on your TV screen.

I had watched this episode through my tears, blurring my vision. I had phoned my best friend to ask if she was okay. No, she is not okay, the same as I.

I really wanted to see Jeffrey's "mother" expression as I was waiting for the interviewer to show her the autopsy pictures when asked if she had ever seen them. I would have done anything, just to have seen her reaction. I do believe that the apple does not fall far from the tree and she will never see the reality nor the depth of what was so precious, now forever lost but forever in our hearts.

Yvonne seen Jeffrey just a day or two before she has not ever gave a shit and will never and believe me while were up all night sick and very sadden she will be in peaceful sleep she never cared for Jeffrey nor his sister!!!!!!!If I see any of those freaks I will BEAT them!!!!!!1

CCAS certainly did not do what they are paid to do . However, if these horrible parents didnt produce children would CCAS be involved in their lives??????????

Lets lay the blame where it belongs....CCAS and these horrible unfit parents as well as the Kidman/Bottineau clan and their boyfriends.

Anyone who believe CCAS should not have removed these children is sick....the biggest problem is CCAS didnt visit this horrible home.

How on earth did this happen? There are no answers. Hold CCAS responsible and grab any and all children produced by these horrible unfit disgusting parents.

The scarey part is neither of them are addicts so we cant even blame it on addiction!!!

I saw parts of the Fifth Estate show. There are no words other than to say that Yvonne is an obese pig who let her child starve in the same home she lived in.

Beyond that, how on earth does CCAS justify that Yvonne and Richard were living in the same home as Jeffrey when supposedly they were not considered fit to be his parents. Did CCAS believe that their lack of fitness would not manifest itself as long as they technically did not have custody - although living in the same household?

The CCAS has, collectively, the the most sick and twisted capacity for making determinations affecting the life of any child.

If it is not apparent that the CCAS is entirely malignant, then I don't know what else to say.

We need a complete overhaul of the CAS system, because they are completely without capcity to protect children and completely unaccountable to us, the public.

This show made me ill. I was so hurt and disgusted that any human could do that to a child. Afterwards I went into my bedroom where my babies lay quietly sleeping and just stared at them, dreaming good dreams, and I was so thankful for them that I just cried. I was at a crossroads in my life, not knowing what I should do with it, but now I know. I want to help children like Jeffrey before its too late. So I should thank Fifth Estate airing such a powerful show. And for making such a profound impact on me.

The previous post cuts right to the core of the matter:

The CCAS has, collectively, the the most sick and twisted capacity for making determinations affecting the life of any child.

If it is not apparent that the CCAS is entirely malignant, then I don't know what else to say.

As a Child Welfare worker of many years I was deeply saddened and perplexed by what CCAS did not do. I was doing criminal record checks and child abuse registry checks as far back as the late 90's

What the Fifth Estate did not cover were the working conditions that many Child Welfare workers endure. If only everyone knew the chaos and the double talk (Don’t leave any child in need of protection and by the way we have blow our budget) you begin to see how this impacts decision making in Child Welfare, you then you realise how the Jeffery Baldwin case could happen again.

I am shocked that one of the previous children who was taken away after being caged, starved and beaten(Frank?) wanted to meet Elva when he became an adult. I am also trying to understand that after seeing Jeffrey he did nothing.

I was happy to hear there is a suit being filed against the other adults involved and the CCAS.

CCAS should be held accountable for what happened to Jeffery Baldwin, Matthew Reid and all of the other children that have died or have been abused in "care". What a corrupt system we have. Mary McConville and her agency have been operating quietly for a very long time. Things will change. It may not happen overnight but it will happen. We are not a stupid society anymore. We are not a passive society anymore.
The Ombudsman should have oversight over CAS ans CCAS. It's obvious these agencies have much to hide.
Richard and Yvonne are pitiful human beings. They are just as guilty of murder as Yvonne's parents are. I feel the grandparents should have received 25+ years in jail.
The tides are changing let's keep up the pressure!

I heard the interview with Jeanette Lewis vs. Ombudsman on CBC radio The Current.

I record here my notes on the show, taken while I was listening (please note this is not verbatim but contains notations which provide a flavour of what was discussed):

Ombudsman: The system should be proactive NOT reactive (ie not wait for death of child before changes are made). We need to nip problems in the bud. We are the only child protection system in Canada in private hands although publicly funded - we have lowest level of oversight over child protection in Canada. We have no independent investigative oversight
over CASs.
The statement made by CCAS re "regret death etc.", is an unsatisfactory legalistic response. Complainants have nowhere to turn to.

Jeanette Lewis:
CASs say they did internal investigations greatly exceeding the number of complaints received by the Ombudsman's office. There are 53 free standing organizations in Ontario that do not have goverment employees. There is a Director's review allowed. Director is a goverment appointed reviewer over which Ombudsman has jurisdiction.

Also, new regulations with Bill 210 include the Child and Family Services Review Board which will "oversee complaints".

reporter Anna Maria Tremonti:

Jeffrey was a 5 year old boy though, and Jordan Heikamp starved to death before him as a baby also under CCAS watch - so who is supposed to complain here?

Jeannette Lewis: CASs have elected boards of directors and any member of public can stand for candidacy to join a CAS board

Ombuds: private board of directors and internal election mechanism is not relevant - we are talking about having an independent investigative system over CASs. We do not have with this private system alone.

Anna Maria Tremonti: Who could have complained re Jeffrey to the Ombudsman?: (not a clear answer from Ombudsman due to people talking over one another - he tried to say that anyone affected in the matter could have)

Anna Maria Tremonti: What's wrong with Ombdusman having jurisdisction to investigate CAS complaints before child's death?

Jeanette Lewis:

(no direct answer, only states that:) We have have CFS Review Board now.

Ombudsman answers: That is not appropriate by itself, the Board is not an investigator, those complaining before it are involved in an adversarial process. There is an enormous power imbalance between complainants and CASs as well. Also, the Board does not provide any oversight.

Jeannette Lewis:

Just want to say closing remark is that this is a reminder that everybody in Ontario has duty to report abuse or suspected abuse.

Anna Maria Tremonti: That includes CAS workers too though, does it not? They attended at Jeffrey's house and dismissed complaint made.

WHAT DOES THIS SAY TO YOU ABOUT CASs position? They are the most self-protective money hungry bunch of propagandists! They must be dismantled and eliminated.

I continue to applaud and support the Ombdusman - thank you Andre Marin for standing up to these thugs.

Like so many mothers who watched this show, I was blinded by my tears. The disgust I felt for all the individuals involved in Jeffrey's death made me so physically ill I had trouble sleeping. In my opinion Jeffrey's parents should also be held criminally responsible for their son along with the other adults in that household and the CCAS. What a crook of...that the only reason the other adults couldn't be charged is because they were not the primary caregivers therefore not responsible!?!?!? So the message there is, not my child not my problem?! Things need to change, we all need to do our part to save these children. One last comment, if Mary McConnville took as much time with these childrens' files as she did with her make up perhaps this could have been prevented. She appalls me.

TO EVERYONE RE. RALLY: Please note that I am advised by Nick Pron of T.O. Star that Wednesday May 17, 2006 starting at 10:30 a.m. in courtroom 4-9 at 361 University Ave. is the date for sentencing subissions before Justice Watt. If it goes a second day, Friday May 19th is reserved.

I told Mr. Pron that we are attempting to have public rally on the sentencing date, he suggested it be on May 17. I agree.

Please come out and show your outrage for failure to protect Jeffrey, failure to permit Ombudsman investigative oversight of CASs and for failure to take steps to hold CCAS criminally accountable as well for its unconscionable failure to protect Jeffrey.

Stand up for Jeffrey, don't just hide behind the scenes!!!

I'm saddened by the lack of responsibility the government has taken on countless cases like this one - once again, they have failed to protect our most valuable resource - our children. A Federal level inquiry into the CCAS/CAS practises is required NOW - who knows how many children have been and are still today, affected? Blantant disregard for Children's Rights as far as I'm concerned...

In answer to the poster that said "if these horrible parents didnt produce children would CCAS be involved in their lives?" I'd have to say that I understand where your coming from but there's far more to it than that.

Obviously, there would be no CCAS involvement if there were no children. However, Jeffrey's grandparents were convicted child abusers employed by CAS to care for Jeffrey, his siblings and other people's children. Although they were paid by CCAS, they were never subject to any real monitoring. When independent allegations were made against Kidman, CCAS failed to substantiate them. Perhaps most significantly, the agency refused to facilitate meetings with relatives that would have saved Jeffrey's life. Besides all this, the CAS employees involved continue to work for the agency.

In other words, there were a series of mistakes that raise serious concerns about CCAS culture and basic competence - beyond the fact that no one monitored Jeffrey. Considered individually, these shortcomings all point to the potential for significant abuse. Together, they suggest an agency that is systemically dysfunctional to the same extent Elva and the family members are said to be dysfunctional.

The CBC website on Jeffrey is appreciated but the link about reporting child abuse drives me nuts. Who in their right mind would feel comfortable reporting their concerns to such agencies? CAS' approach to child welfare could not be more dishonest and destructive. We need an entirely different system that gives CAS the boot. Apparently, Hawaii reduced cases of supposed child abuse to almost zero by involving experienced moms to help new parents. While CAS saw abuse behind every door, normal moms recognized their are learning curves involved. Amanda also brought up crisis nurseries, which would be great if CAS were an historical footnote.

I went to the CCAS website and was floored when I read their mandate!

So why aren't they responsible for Jeffrey's death if their mandate clearly states that "CCAS is legally responsible for the protection of "all" Catholic children up to the age of 16 within the city of Toronto." What is their definition of legal and why didn't they apply that mandate when it came to protecting Jeffrey Baldwin?

I am apalled by the wilful blindness of neighbours such as Zachary Noseworthy's parents who attended in the home and other neighbourse who testified as witnesses at trial and whose names will be in the judgment of Justice Watt to be released.

If you see any of them, spit in their faces.

it is incomprehensible how they just looked the other way. I would not and could not do so.

I watched the Fifth Estate last night and I just wanted to commend them on a fantastic show. Although it was raw and at times difficult to watch it is vital if there is hope to stop another child suffering the same horrible fate as poor Jeffery.
I believe his parents, particularly his mother, and everyone else who lived in that house should be locked up along with the evil "Pigs" who killed little Jeffery. The mother showed absolutely NO remorse for the fact her son was killed and to be honest. Was nothing more than lowlife trailer trash who has no right having children in the first place.
As for the other comment on this blog from a family member asking to butt out. That is lucacris. To everyone reading pass this message along.
Child welfare is EVERYONES business. Just because you close your eyes does not make it go away and believing it does makes you almost as bad as the abusers themselves. Children rely on adults for their all of their emotional and physical needs to be met. If these needs are NOT being met then it is YOUR responsibility to tell someone. If something is not done tell them again and again and again until someone does listen.
As for the complete fools at CCAS. They should all be fired.

The CCAS is not a public agency funded with public dollars but a private corporation funded with public dollars. This is why the public watchdogs such as the Ombudsman and the Auditors cannot oversee them. Bill 88 will change this.

Agencies funded with public dollars need to be considered as public agencies. They should be held accountable.

I saw the program on the fifth estate, and as a mother who also had her 3 children taken away in 1993,-by CAS I understand Yvonne Kidman's anger.I truly wanted my children, and although they are now of university age,and have turned out well, I still feel that anger towards CAS, and the paternal aunt and uncle who brainwashed my kids so that even now, I rarely see them.

Well said - there will be huge changes. And to the idiots that think that those who want to stop CAS abuse actually support the abuse of children think again - many of us are child abuse survivors in the first place.

The victims of the system will be heard in a Royal Commission of Inquiry one day.

After watching the "Fifth Estate" and reading different stories on Jeffrey's horrific life/death...... can anyone please tell me why Elva Bottineau singled Jeffrey and his sister out (but Jeffrey most of all).... why Jeffrey!!!

I am perplexed as to why ALL those people, the social worker and it's agency included, were not brought up on criminal charges? If one even tries to put yourself in any one of those adult's situation who had contact with Jeffery, it's so horrid that it's almost impossible for anyone with any sense of justice or descency. Why is everyone hiding behind something. The adults in the home saw two young children being treated worse than dogs, therefore condoning it and where are they now? The child protection agency, the social worker and those "in the know", where are they now? They are hiding under the Catholic powers, but they need to be charged under the Criminal Code of Canada. Anyone who watched the show on the Fifth Estate is most likely wondering the same thing and so where is the will and the answers to actually hold ALL the people who had the power to do something held accountable. Right? There are no excuses, and God does promise justice though I know that doesn't stop these evil people from doing what they're doing. Only by making it very public is anyone trying to hold these insects accountable, ALL OF THEM!

The 3 remaining children were placed with my aunt immediately after they were taken into custody for about three and a half years and to this day I have never been so heartbroken in my life. There are so many examples I can give, but the most heart breaking is when only a few weeks after they had been placed in my aunts home, they wrote a letter to Santa. They asked for him to not "forget" their house this year. Believe me, it does seem trivial, considering all of the thing i do know they asked for, but this was absolutely heart breaking. The second thing was the posters they made for Jeffery on the anniversary of his death. They were the most grateful children I have ever known, and I am astonished at how well they adjusted to circumstances that were vastly different from their own.
