This is the email addresses for Andrea Horwath.

What I suggest is writing a letter to your own MPP and carbon copying it to MPP Andrea Horwath. That way when the politicians continue to play games with this inept bill they will know that their critic has real letters from OUTRAGED citizens about section 68 of Bill 210.

Accountants probe allegations of over-billing at N.S. Children's Aid Society

HALIFAX (CP) - The organization that represents Nova Scotia's chartered accountants is trying to determine whether provincial auditors conducted a proper investigation of alleged expense fraud at the Children's Aid Society in Cape Breton.

A spokeswoman for the Institute of Chartered Accountants of Nova Scotia refused to comment on the case, but the man who made the allegations says the initial audit was slipshod. Jim MacNeil, a former society supervisor, says he called the institute when he learned auditors with the provincial Finance Department had not conducted an in-depth, forensic review of the society's financial records.

Linda Laffin, a spokeswoman for the Community Services Department, said the government is aware of MacNeil's complaints, which came after he was fired for alleged incompetence in 2003.

However, she denied the initial audit was bungled and she insisted the department took MacNeil's allegations seriously.

"We're satisfied the Department of Finance did what we asked," she said. "They did the audit. We take their advice. In their opinion, they reviewed it and there's nothing further to look at."

Meanwhile, the chairman of the society's board of directors said the society conducted an internal investigation in 2003 before the provincial auditors were called in. That investigation determined there were errors in the society's records but they were not the result of wrongdoing.

"It would be very difficult to prove that (someone) cheated the agency," said Jack Coffin.

MacNeil's complaint dates back to 1999, when he was told to review the expense reports of a junior case worker in the society's mentoring program.

He concluded that the Cape Breton-Victoria Children's Aid Society had been over-billed by as much as $5,000 during a nine-month period. He urged his supervisors to launch a wider investigation.

"I was trying to get them to look into the whole mentoring program because I think what I found was the tip of the iceberg," MacNeil said.

He said the society's former executive director refused to pursue a further investigation and instead issued a written reprimand to the employee in question.

"I was threatened with dismissal if I pursued the matter, so I just backed off," MacNeil said.

"In my career, I've seen foster parents who were forced to repay overpayments. I just felt this wasn't right."

In 2003, MacNeil broke his silence after he was fired and lodged a complaint with the Community Services Department, which oversees children's aid societies throughout the province.

Since the children's organization receives all of its funding from the provincial government, an audit by the province's Finance Department was ordered. That investigation found the society's bookkeeping was sloppy, but noted some improvements had been made.

MacNeil said provincial auditors didn't speak with him during their investigation.


"I asked them to do a forensic audit to verify what I had found," he said. "That's not what happened. All they did was a paper audit of how management handled things. There's been no attempt to see what money may have been missing."

ONE more reason for oversight, and why are they so dependant on taxpayers. this is a non profit org. the get adoption bonus and great tax benefits. This is big corrupt business, IT is NOT CHILD PROTECTION,
read carefully, there is no accountability any where is this industry. Ontario is no different, Is this why are the hiring of financial professionals. The Ministers office is up to there necks in this, so is the government.
Is this in the best interest of the child, the slogan they like to use, that had has the widest interpation in anything in law. Its got to stop.

Kick them out of Canada, its a waste of money, or someone come forward that CAS has really helped. We are not hearing from them.

enough to protect the rights of parents and children of Ontario. As an
advocate for families, I respectfully request that the Ontario Ombudsman
be given the oversight right of public watchdog with appropriate funding
to fulfill the role.

The "private corporation" administrative setup of Children's Aid Societies
has the potential for abuse. These corporations, funded with public
dollars, should be subject to an independent and public review of their
practices.

Five other provinces (Alberta, British Columbia, Manitoba, New Brunswick
and Nova Scotia) have identified the need for increased independent
monitoring and have already given the Ombudsman oversight in child welfare
issues including child protection.

The taxpayers of Ontario deserve transparency and accountability

Taxpayers—federal, state and local—as well as contributors to tax-exempt non-profit groups are being defrauded under color of law as children are injured and innocent families are dis-membered in and because of America’s foster care system.

Without the usually unquestioned spending of billions of dollars appropriated by Congress, changes would have to be made.

States routinely cannot find hundreds of children either taken or entrusted to their agents. Children suffering real abuse and neglect, and always emotional trauma, in instant pre-adoptive homes (as former foster homes have too often become), are ignored because of financial and adverse publicity consequences to agencies that removed and reallocated them.

The Third World “Rule of Suspect,” one decried by more in Congress today for imprisoned foreign enemy combatants, is alive and has been hell for parents and caretakers “suspected” of often clearly non-existent abuse and neglect of children. Anonymous reporting, ruled out in the old USSR in 1984 because it is so unreliable, is the sine qua non of America’s child protection reporting that consigns a child to foster care.

Paper Orphans are a tax-subsidized phenomenon of the monopoly (no other agency permitted to investigate or handle child abuse/neglect reports: see the shameful DeShaney decision of the USSC) designated child protection agencies who recommend “termination” of parental rights.

That is achieved with an immunizing stroke of a judge’s pen and both the agency and adopting strangers are eligible for adoption bonuses (per 1997 Adoption and Safe Families Act). Most states sweeten the pot with post-adoption subsidies, now a part of nearly every out-of-agency adoption for some.

Sibling Date; Marry?

Very few children in America are genuine orphans. Most have relatives, family friends, neighbors or godparents who could, and are willing to, keep them if they must be moved temporarily or permanently from parental homes.

Taxpayers are defrauded and children are at risk for what already has happened—brothers and sisters, not knowing they were redistributed by foster care, dating each other or marrying—because too many agency directors encourage taking an expensive, heart-breaking route to purported child protection rather than allowing the child to remain somewhere in the natural family or minimally in frequent contact.

If “most of the prison population once was in the foster care system” is a true statement, the success and efficiency of the program is obvious.

The public pays for backpacks, teddy bears, memory books and more to make moving around among strangers or getting accustomed to never seeing one’s grandparents, siblings and other friends and relatives more palatable.

Foster care in America is a disaster: financially, legally, emotionally, physically and by nearly any other perspective or measure possible to consider it.

That so many influential people in Congress, media, entertainment, sports as well as other elected, appointed and employed positions of respect have themselves adopted children and may prefer not to reveal the entire story of the system has slowed exposure of long known problems.

Supremes Avoid Precedent Setting

Equally, it is clear that the U.S. Supreme Court prefers not to deal with human and civil rights issues relating the foster care and how a child is sent to it or fares in it as an “institution.” If the whole truth were told, if Constitutional law were applied to federal and state permissions to suspect, accuse, remove children, forever cut them off from natural family and to be financially rewarded for reallocating them, it would and will rival the eras of slavery, sterilizations, treatment of native Americans and more.

Currently, although known for years, two health issues that have been accepted by courts in America and still are—despite notice—are being upended in United Kingdom’s courts and professional review boards.

Specifically they are the imaginative but mythical “Munchausen Syndrome by Proxy” (MSP) for which there never has been scientific support and the concept of “Shaken Baby Syndrome” (SBS) for which there is considerable science proving that without severe accompanying neck injury shaking cannot be the cause of the “signs” of SBS when they are described.

Because foster homes have become pre-adoptive homes, and because belief about MSP allows existing and subsequent children to be removed from a presumptively homicidal lying mother, newborns are whisked from delivery rooms and into the arms of delighted people who are doubtless pleased that mute media ignores the reality of both syndromes’ discrediting.

Rare and brave federal auditors have tried for years to show the shambles of the foster care misspending and occasionally the damage to children and families. The Commonwealth of Virginia in the early 1990s, through the office of its then-Attorney General’s assistant, tried to beat a federal audit of its foster care system by covering its failure to visit homes every year. It had regulations changed to say every other year was all right. That has improved since.

The best cover up, and example of why Congress is looking (repeatedly) at the same errors that only have been refined as well as the spin given auditors who genuinely try to learn, was that HHS/OIG noticed 40 court papers had failed to check the now ASFA-trumped “reasonable efforts” block about keeping the family together.

Nunc pro tunc, Nice Try

Cleverly, but in vain, the State tried to substitute 40 nunc pro tuncs that, of course, did have the blocks checked after all.

Most people gave up arguing “reasonable efforts” because there simply were none made. When an agency decides to take a child—and most often they are instantly put into foster care without alternatives, especially when they are attractive and marketable, the biggest influence is the attitude (preservation or termination) of the agency director. (see Ray Sirry, PhD dissertation at VCU)

Nearly always the ticket to regaining children from foster care was/is a mental health evaluation, but only if it is done by person or group either informally or by contract connected with the accusing agency. The anti-Fifth Amendment breach, agreed to in desperation by parents believing their children can be liberated faster if they “cooperate,” turns out to be “evidence” gathering and the child/ren too seldom ever leaves foster care to return to natural family.

In 1995 I walked the halls of Congress to leave with each office four pieces of paper and the plea to NOT continue sending boatloads of money to states to be used as they had been and, in the intervening decade, become worse.

Using the analogy of gas, rags and matches, I explained that CONGRESS and its large appropriations is, in the end, the proximate cause of the problem that cannot be avoided in its tragic expression in foster (or hostage, albeit official and legal) care.

Unmonitored money, actions

Congress provides the gas. Without huge amounts of money to spend and gain, individuals who use and get it might well not warehouse children they cannot do better for than the real abuse that some of them suffered (but still did not need to become a Paper Orphan).

States provide the rags. State agencies accept the giant appropriations and often do a pass-through, creating “revenue enhancement” by upping the value of the dollars in creative ways that consultants figure how to gain. That includes how children are “labeled” as special needs, at risk and the like, sometimes just because they have not yet been adopted at various descending age limits.

Agencies strike the matches. It is at the local level that the usually unmonitored expenditures occur. Federal auditors, and judges also, read the “documentation” in the agency record or court case file of an accused. I would have removed my own children if what was once written about me in 1983-84 had been true.

Foster care is an unsupervised, largely completely unneeded and expensive money sink and family-fracturing cottage industry that never should be used at all unless there truly are orphans in America without relatives and friends who can take them in. Grandparents and others should, in appropriate situations, not be deprived of the benefits and services (when they are both or either) available to children but only to be given to cooperative strangers.

Every admiration a reasonable citizen has for his/her own home—mixed up and messy as is every one sometimes and in some too often—has been turned on its head by the ease with which parents may be “suspected” and children taken and put into foster care.

Legal Extortion?

Oh, and the legal extortion of instant child support orders: that has a lasting impact on IRS collections and HHS outflow. Parents mortgaging their homes to liberate children from foster care, people unable (and unwilling) to pay “child support” for children who could stay with relatives without cost and not dun the taxpayer, find liens against their earnings IF they can keep a job after their employers are called and businesses visited by investigators on the report.

Countless Americans, former taxpayers, even if the agency has its own attorneys overturn its actions against innocent parents, cannot get or keep employment. That is because their pre-employment credit checks show there is a problem so they are not hired. If they do work, their usually low wages are garnished, all to pay a debt they had no control in creating and should never have been made: one to foster care that injured the child and family.

A benefit of these hearings could and should be a federal law requiring states whose errors are proved, early or late, to make whole the injured citizen, especially one under the eternal mark of a child support lien that was needless ab initio.

States should be required to expunge and remove (after ensuring the injured parties have true and correct copies) all “documentation” used to break up the family that remains in courthouses. Currently there is no mechanism to make that paper vanish even if the agencies have purged their records.

Because I personally know and/or have closely communicated with countless hundreds of families whose children were taken into foster care, I know things that I also know have been communicated to every possibly interested person for decades. Too frequently the most often suggested and tried “solution” is to bring law suits to “reform foster care.”

Wrong answer.

Purse & Sword of State

We can re-form Frankenstein but we still have a monster. Children do not deserve to be punished for suspicions—even correct ones—against their parents or caretakers. I deal with false mistaken, mischievous or malicious allegations, too many arising from professionals hoping to distract an anticipated adverse professional report or malpractice action, hence “Shawna’s Bill” (ask for it).

Parents cannot overcome the power of the purse and sword that Congress ensures states have to defend against extraconstitutional but “legal” actions of their empowered but unmonitored agents. Top law enforcers in each state—the Office of Attorney General—also is the lawyer for the offending agencies. Guess whose interests are first and best served?

Taxpayers should not be subsidizing all: everything that happens before, during and consequences of foster care as well as local and larger payoffs for suits that finally succeed against those needless and injurious actions that led to foster care and what happens when a child’s natural protectors are prevented from being there for him/her.

Only by tell the whole truth, now and not another decade or two later when the worst offenders, originators and continuing proponents are retired or deceased, will Congress have the heart and stomach to stop funding family-fracturing, child-traumatizing foster care (ever more obvious pre-adoptive pipeline, as it became after ASFA and continuing Congressional appropriations made money more available).

If the right, reasonable, compassionate and Constitutional route is chosen, the current foster care system that fuels America’s holocaust of the home will go into the history books and stop dis-membering American families.

yes copy paste, I spent the day speaking with this Barb, and amazing women, who understands what child protection is all about, not just the foster care system, and adoptions, but also as a means to say we have corrected the children living in poverty, we have removed many of them into care. Good bye mommy, I am sorry Mc Donald's paid so little, and there was no affordable housing. Good bye mommy, I know you never harmed me, but that doctors too afraid of being sued. WHEN will we demand this to stop. where are the peer reviewed studies on MTBP or what ever name has become more used today , when will the hospitals stop calling CAS when ever they cant explain and illness, or a parents wants to read a chart, and is seen as litigious. The hospitals are cozy with CAS it protects there liability, so are the schools, and I don't think anyone can understand this till it happens to you, or a loved one, and your left shaking your head, forever changed , by the evasion and accusation, unsubstantiated or not, ( they never like to stop) How dare the government use this sham to change the face of society, to reduce the lawsuits against the medical profession, when 1 in 13 are harmed in a hospital, why not address the real issues. The vaccine injured torn from families, that's was cleaver, but what does it say about this government. Nothing we don't know.

Because everything can be abuse or neglect. Where are the studies, peer reviewed in respected medical journal, by researcher with no vested interest. There are none, but many that show what this agency is allowed to do, is harmful to children.
But today is a sad day, today a mother packed her bags to leave her family, because she loved them.
because they would not leave her alone, said she was to intense, to many concerns because she requested her Childs medical charts, not once but a few times, to find the errors, the appalling sloppy reports,
a misdiagnoses that a 9th grade student, would not miss.,And they have concerns, you bet they do, its malpractice, and CAS needs to do the job
rescue the hospital. Why else would one ped, be used so often by CCAS CAS in a small town, is the doctor competent,? No.
So the mother leaves to allow the father and extended family to raise the child, she loves so very much, and most of all for the child, as she does not want her child, to be at risk in care, she does not want the child to fear the night, to not be tucked in and hugged, and adored. To spend her weekends laughing with her friends and family, baking with dad, loved by grandparents. In her school, in her home.
Protecting a child from care, a drastic move, but she could think of no other way, its a sad day in Ontario.They need oversight. But there is far to much to hide. Only in Ont. pity.

Why dont you start your own blog--you could post the blog site on this site so in the UNLIKELY event someone might be interested in reading your ramblings they would know where to find you!

Your postings against doctors and every other member of any professional association make no sense. Anyone reading this could only conclude you suffer from paranoia.

How can anyone in their right mind think all doctors, teachers, social workers, government employee etc wre against mothers and their only mandate was to take their kids away?

Oh by the way--Case in point: I presume you heard about the 4 year old wandering the streets of Toronto in the middle of the night last week. Obviously CAS was called (and SHOULD HAVE BEEN)-------well the conclusion went like this: MOM WAS INTERVIEWED, MOM WAS FOUND TO BE FIT, and THUS THE LITTLE GIRL WAS RETURNED TO HER MOM!!!!!!!!!!!!

I can imagine you combing the media for NEGATIVE stories and intentionally bypassing the positive.

Get help before it is too late.

Beware that such outbursts suggest mentally illness. Yourr own child might be taken.

This is a place where one is free to post his/her views without fear of reprisal. This is why it is called a blog.

The cut and paste writer is doing nothing wrong. She is telling us that this is a paranoid society. You need to get more with reality.

As for the mother in Toronto, she did nothing wrong and so her child was returned to her. I made sure of this.

Cut and Paste responded very convincingly to a series of beligerent posts that demonstrated willful ignorance of the system. All professional groups listed are legally required to report any suspicion of abuse to CAS - a situation that has had devastating results. In too many instances, those reporting have been shown to be fanatics or as having a vested interest in these matters.

As for the child wandering in Toronto: To the best of my knowledge the police found the little girl a few steps from her door. From the outset, they clearly identified the mother as being disraught. The reader might ask why, in a clear cut case of this type, CAS should be notified at all. To use this incident to suggest CAS does not remove kids for no reason is lame - particularly when the media was fully aware of the story and CAS agencies are under considerable public scrutiny at this time.

Cut and Paste has added information of considerable value to this blog. Your attempt to insult C&P and discredit his/her position by misrepresenting it ("all" doctors, teachers, social workers and government employees are against mothers) is pretty low. Unfortunately, the professional groups you mention are well aware of CAS abuse and do nothing to stop it. In too many cases, they use the system to their own advantage.

My read on your interest in silencing Cut & Paste is you don't like your own assumptions to be challenged. However, the information is posted to benefit all readers - some who may begin with no more understanding than you have but who wish broaden their knowledge of the system.

I also gave you the letter template, if the person that thinks CAS /CCAS is so wonerful. what are you DOING on a blog that is asking for oversight, and inquiry, do you not read the person who set up this blogs, postingd. perhaps you can start a blog. listing off all the familys they have helped. we would all love to read some, have NOT heard from any. If you really care. and wish to learn more, then please read, if you head is to far stck up your ass to see, then go start a blog on CAS family wonders.

The little girl's mom was notified by a neighbour after hearing her description on the radio. The mom then contacted police. There is no credible reason for CAS to be involved in such incidents. The child should have just been returned as there was no suspicion of abuse or negligence.

It is amazing how some listen to the news but dont hear a thing.

This little girl was found wandering the streets by a parking infraction person (and yes he was interviewed on all tv channels). He then called the police who in turn got CAS involved.

Why in God's name wouldnt CAS be called....who knew the situation without interviewing the mom? The police are not in a position to interview her. Who knew whether this little girl was left alone for hours on end? Do you remembr the baby who died while her "loving mom" went out salsa dancing etc for 6 hours? This baby died in a 35C bedroom dehydrated.

I can only assume the cut and paste is either:
1)totally misinformed
2)does not live in Ontario
3)cannot read
4)has had many encounters with those in authority
5)suffers from severe paranoia

OR perhaps all of the above.

I suspect his/her supporters are his/herself. Suely there cant be that many stupid people flocking to this blog.

As for this blog...fight it out between yourselves. I have better things to do.....such as parenting!!

This blog is way out in left field some place. US, GB CAS have NOTHING at all to do with how our system is run in Canada or Ontario...if you believe they do your stupidity is coming through once again.

I am glad that you have decided to move on.

No one is arguing against the fact that the police called the CAS. The CAS simply returned the child to its mother. Not all instances of the child wandering off, are neglect. You must not have any children.

My autistic child routinely wandered off and put the water hose down the dryer vents of my neighbors' homes. This was not neglect. I found out about it quite accidently. The neighbors knew that my child was disabled and they did not want to tell me and distress further. My neighbors and I now laugh about it now, but it was not funny at the time.

It is hard to control children. Parents do not keep them in cages or behind padlocks.

I am taking issue with your tone of verbal abuse. Cut and paste is simply providing information which the rest of us want to have.

Yippee! If you keep your word and never return to this blog you will have accomplished something.

I'm afraid it's your recollection that's faulty. The parking enforcement officer found the girl directly across the street from where she lived and where her mother was asleep. It was obvious to the parking officer and police that she had not been outside long as she was completely unperturbed by the weather, despite the fact she wore light pyjamas.

Contrary to your statements, the police did interview the girl (who they described as very talkative)and were told she left home due to a nightmare. The girl was safe and happy. It would be logical to wait for the mother's call in the morning and that's precisely what happened -
except in the interim the police placed the girl in CAS custody. That's unfortunate, as the situation was clear at all times.

Fittingly, the mom called the parking officer (not CAS) her guardian angel.

To All:

Fighting back and forth is not helping the situation. Everyone is entitled to their own opinion. As I read stuff on this blog people going back and forth whether it be one person pretending to be more or more people in agreeance. All I know is that i amsick to death with all of this.My nephew is dead, and he is not ever coming back. He died because of Yvonne's family and because of CCAS neglect. My nehew is dead because adults were too lazy and self obsorbed to think anything about an innocent life. Yes, the CCAS should be held accountable for this tragedy! Those sick freaks should go to jail, along with they're daughters and all adults invovled. Thats what this BLOG is about. Holding people/person's responsible for their actions. No one forces not to take you job seriously. Logically you would want to save these children as youknow the amount of abuse they have been in. But the world is cruel and holds nomercy for the weak. The little people who try so hard to just have love. I think Jeffrey died a long time before his actual death. Studies have shown inthe past that if you don't have physical contact wit a child they can die. Humans need touch and affection. Jeffrey was gone before that.

I think of him all the time.I think about what it must of been like all alone. I watch mylittle nieces play and laugh and hug and talk and say myname.And I willnot ever have that with Jeffrey. This Blog is about him. It's about a little boy who only wanted love and to love. I imagine what I would say to him if given a chance! Because of the trial all I see now is pain. Hoping that this is not my life, this is not what I wanted for my family. You don't ever think that this could happen to you. To your little family. Imean you've been through somuch. But then I think....."Why NOT me?" What makes me so special then everyone else.

I think the most hurtful thing of all was the night he truly left us. I took my other brothers daughter out to get our traditional christmas photo with Santa! I guess i've always felt that I will be super invovled with my other nieces as I didn't want it to happen again. I remember we finished getting the picture taken and I had to make change for the elf. I went into the dollar store to ask for change....and there she was. I froze for a second. Was that her. My heart started pounding and I felt weak. It couldn't have been. I didn't really recognize her with all that hair.It was beautiful. Curly,like when I was little. I felt tears whelling up in my eyes. Should I say something.......No I don't want to scare her. You teach your kids not to talk to strangers, and to her I was. I looked closely and saw her fat AUNT Yvette and her stupid loser boyfriend James. I hated her. No I feel sorry for her. What a loser. Child abuser!! Live with that bitch!! We never got a long growing up. She was always jeALOUS OF ME. Made up stupid lies to my family about me.I got yelled at by my father who called me a slut in front of the whole street. Thats another story!! She walked past me to go out of the dollar store. they didn't even seem to care that she was alone. A little part of me wanted to take her and run. But I am not no child abducter. Then i think now...maybe then jeffrey would still be able to be saved as police would have had to come there. Who knows. I walk past her as shes sitting on a minature marry-go-round. I notice my other niece is there playing on it with my fiance satnding watching.He doesn't know he's watching 2 nieces instead of one. there talking. They introduce themselves to each other. Imagine they're blood. I freeze again. My fiance walks to the side I'm on and I start crying like a nut bar!! He asks me what is wrong and I whisper to him her that it is her. I tell him we have to get out of here. He runs and pays. I am left with my bloody heat in my hand, 3 feet away from my family, who don't even know I exsist. I want to say something so bad. Oh how I want to hug her. How I want to tell her my name. But I can't she'll get scared. I don't want to scare her. Finally the transaction is done. I tell my other niece lets go. The other niece stares at me cause now tears are really flowing. She looks sad for me. That image is burned in my mind forever. I don't like regrets......but dame this one runs deep. As we go down the escalator my fiance rubbs my back and my other niece asks me why I was crying. I made up something silly and she laughed. As the escalator rolls down I watch her go out of sight. Shes still staring at me. I'm sorry.

I am Mary McConville, the Director of the Toronto CCAS. Why would I use someone else's name other than my own? I making a record everything that is being said here.

I will be making big changes at the Toronto CCAS. There will be no more kindred adoptions. It is too risky to my mental/emotional health. I just got out of the psych ward.

Everyone in my agency will have to have a police background check. Can't afford the bad publicity of hiring more pedophiles or child killers. I am going to have to also weed out some of my dimwit social workers. They have gotten me into deep shit with the public.

The public is now having qualms about continuing to fund my little child abduction operation.

I need a new advertising campaign to raise money for my discretionary fund. I am planning to go to that international child welfare conference. You know the one Bruce Rivers always attends. He is the head of it.

I sympathize fully with you and your family. I know you and your family did all you could. Sometimes human nature causes us to second guess ourselves.

Try the best you can to get on with your lives. I know it is easier said than done. But remember it was not you and your family who stood by watching Jeffrey starve to death. How could you prevent something you did not know about?

May little Jeffrey rest in peace. May CCAS be held accountable. May bottineau Kidman and those who stood by and watched be held accountable--if not now when they meet their maker.

May you, Amanda, and your family come to terms with this horrible situation.

Mother of dead baby questions check done on foster home

The emotional mother of a 13-month-old boy who died while in foster care called the man charged in her son's death a "baby killer" as he made his first court appearance Monday.

The woman, who can't be named under provincial child protection laws, then left the courtroom in tears.

The 44-year-old man, who lives with the foster mother, has been charged with second-degree murder.

The boy died Saturday morning after being brought to hospital in critical condition two days before, police said.

Homicide detectives began investigating after hospital staff alerted police to the child's injuries when he was admitted Thursday morning.

Outside court, the baby's mother said her son was taken away a year ago while she battled a drug problem. She said she's undergone treatment and had hoped to get her son back, planning to go to court in the new year.

"I think child welfare should do thorough back checks on everybody when they place a child in their home," the mother said.

Children's Services Minister Heather Forsyth said an investigation into what happened has begun, and a fatality inquiry is automatically called when a child dies in government care. However, that won't happen until any criminal charges are dealt with.

"Any child that we have to apprehend, it's usually a very sad situation," Forsyth said. "So our job is to make sure that we do the best for any child that comes into our care."

Liberal Weslyn Mather says an inquiry should revisit the guidelines, "so that Albertans know that Children's Services offers the best system possible and the safest system possible."

An autopsy determined the child's death was caused by cranial trauma.

The baby is the city's 35th homicide of the year.

WINNIPEG — The province’s chief medical examiner is investigating the suicide of a 13-year-old boy found hanging in his bedroom closet in a foster home last weekend.

Michael Jermain Daniel Flett, a ward of Metis Child and Family Services, left a suicide note, tied a belt around his neck and hanged himself in a West End home late Sunday afternoon, his mother, Rosaleen Flett, said yesterday.

The boy spent nearly two days in the intensive care unit at Children’s Hospital until he was removed from life support. Dr. Thambirajah Balachandra has called for an investigation into the child’s death.

“We will look at what went wrong here,” said Manitoba’s chief medical examiner. “Why was he in foster care? Was it appropriate for him to be in the place? Was he cared for? Abused? Was there adequate staff?”

An internal investigation has already begun, said interim executive director Janet Mirwaldt of the Metis Child, Family and Community Services Agency. Mirwaldt couldn’t comment on the specifics of the boy’s case. She said the agency will co-operate fully with any recommendations that might come from Dr. Balachandra’s investigation.

Rosaleen Flett said she lost custody of Michael almost six years ago, but still has an older son and two younger daughters in her care in the North End. She hadn’t seen Michael in over a year, and last spoke to him on the phone just before Christmas. Flett said she was told a suicide note, found on a table or desk in her son’s bedroom, indicated the boy was upset about being sent to his room after an argument with others in the foster home.

As taxpayers, we are helping to fund the deaths of children taken into care, as taxpayers we are helping to fund the long lasting effects on families after false allegations. as take payers we are allowing children to be sold, its called a bonus, from one family to another, that may be less then the one removed from, and tearing apart bonds that we have no right, that no one has the right to do. Paper orphans, crown wards, the special needs children's, the poor, the uneducated, and yes even a few very educated and professionals have been shocked by the abuse of power. We are not god, are we going to allow this minister to give someone with no more then a collage degree, the right to play god.
There is no due process, there is corruption in the family court, mandated reporting is being used and abused to cause suffering and pain, second mortgages, and long lasting ill effects on families. Do we deny there is child abuse, No, but we cannot accept the lies and abuse of authority in the name of child protection to continue, with out over sight, and then, can we still trust a system that needs to be rethought. Jeffery, Matthew, a 13 year old boy posted above, this is not just a provincial disgrace, its a disgrace in many areas, lets do something to stop the abuse,and truly protect children.

Your right. I must move forward. And don't get me wrong, I feel terrible for the other aunts. I try to understand that maybe they went through the same thing. Sometimes you are a victim of circumstances and genes. I guess we have to just stop it here. We can blame the world, but it still won't ease the pain. We have to work on our own lives and let go. We have to work on a system that doesn't want to here because it is a business after all. They forget who there working for. I guess its hard sometimes not to get angry and want to scream. But what will that do. NOTHING!! CCAS will have its day, and so will the adults. I mean think of it.......Would you want to be one of them. I wouldn't even want to live in there skin!!
