I think it should be at the court house after the verdict, due to the media attention alredy there. Then maybe a seperate protest after they are sentenced in front of the CCAS on Maitland.

I think should head to the Ministers Office.Queens park. This is where the laws are made the govern the agenies.

I can't make it unforunately due to a must-go-to work thing, but I really hope lots of others of you can be there to show your support. I think the court house would be the best option - like Lisa says, the media will be there and if there is a protest, it will naturally be a good film target and get on the news.

Amanda - did you get in touch with CTV?

Heather said...

Hi Amanda, thanks for all your hard work on this site.
I would love to attend the rally but unless it's after 5'oclock I can't due to work. :(

I will attend rally. I agree it makes most sense to start at court house after the verdict is delivered and head to Queen's Park - I think that is where protest should be directed.

from Dufferin Voco.
If this does not explain why we need to head to Queens Park, I don't know what does.
CAS and CCAS and This Minister are corrupt to the core, and unless, people make it clear, we understand that, and protect ,not only the children, they have in care, but the ones they kidnap daily, and start to believe what parents are telling us, about there horrific abuse done to them all, by this so called Child protection racket,
doctors, lawyers, and teachers, social workers, that are speaking out,
we are part of the problem, unless we act.
What are they afraid of Mr Marin?? I think we all know the answer to that question. Ms Chambers, understands as well. As long as anyone can remember child protection has acted in secrets. It looks like in On. they still plan too. We must not give up, they need accountability and transparency, parents should not have to lose the family home to pay legal fees to free the family from false allegations. Children in care, need not be murdered. The spin did not work Ms. Lewis. a five year old would have done better. And Minister Chambers since when did your role become to warn CAS about a complaint in an e-mail, a women recording, ring a bell. This is not what your office tells the public your role is. There is much more.
Mr Marin the have reason to fear.

Marin Wants CAS Oversight

Ontario's Ombudsman has issued another press release in his campaign to get jurisdiction over Children's Aid Societies. A contrary view follows the press release.

Ombudsman Ontario: Proposed Legislative Changes Fall Short of Extending Independent Oversight to Children's Aid Societies

TORONTO, ONTARIO--(CCNMatthews - Feb. 14, 2006) - The Ministry of Children and Youth Services' proposed amendments to Bill 210, the Child and Family Services Statute Law Amendment Act, fall far short of what is needed to ensure independent, third party, investigative oversight of Children's Aid Societies, according to Ontario's Ombudsman, Andre Marin.

In a letter sent to the Minister on Monday, the Ombudsman wrote: "The Ministry's proposal falls far short of what the citizens of Ontario, in particular, children in need of protection, deserve."

Mr. Marin, who has called on the legislature to extend Ombudsman oversight to Children's Aid Societies, expressed concern and disappointment at the proposal which includes additional internal complaints mechanisms and expanding the mandate of the Child and Family Services Review Board.

"It's a stop-gap measure, which does not go far enough," said Mr. Marin. "All it does is add another layer of bureaucracy to internal processes. "

The Ombudsman also pointed out that the Child and Family Services Review Board, which will operate under a limited jurisdiction, lacks both investigative powers and the power to address systemic issues affecting children and families. "You are talking about protecting our children. How many more cases like Jeffrey Baldwin will there be before the government wakes up and sees that we need stronger accountability, the kind that comes from having an independent watchdog with strong investigative powers?

"This proposed scheme still leaves us at the back of the oversight pack," said Mr. Marin, referring to other provinces in Canada, which have independent oversight of child welfare matters. "I was hoping we would move forward, instead we've gone nowhere."

Mr. Marin further noted that Ministry officials were unable to provide him with any answers as to why the proposal to bring Children's Aid Societies under the umbrella of Ombudsman oversight was rejected. This is something which has received wide public support and which makes eminent sense. "What are they afraid of?" he said yesterday upon reviewing the Government's proposed changes to Bill 210.

This press release is also available in French.

The Ombudsman is an officer of the Legislature and is independent of both the political process and government administration. Backgrounder

Re: Independent Oversight of Children's Aid Societies

* Children's Aid Societies do not come within the Ombudsman's jurisdiction.
* The Ombudsman received 436 submissions and complaints from January 1, 2005 to February 13, 2006 regarding the need for greater oversight and accountability of Children's Aid Societies.
* Types of complaints:
o concern about care of children by CAS
o concerns about dealings with CAS
o denial of access to grandchilden
o threat of removal of child
o sexual abuse by CAS staff
o concerns about CAS allegations
o concern about child abuse register administration
o refusal to disclose information
o concerns about CAS removal of child
o concerns about access and custody

Bill 210

* Bill 210 provides an opportunity to enhance independent oversight of Children's Aid Societies by extending the Ombudsman's jurisdiction to complaints about Children's Aid Societies.
* The Ombudsman investigative process provides a credible accountability mechanism for the child protection system. Administrative conduct of Children's Aid Societies has the potential for seriously and dramatically impacting the lives of Ontarians and it should be subject to independent investigation and systemic review of administrative practices.
* The costs of implementing expanded jurisdiction of the Ombudsman in this area would be minimal, given that the infrastructure and experience already exists.

Other Jurisdictions

Five other provinces (Alberta, British Columbia, Manitoba, New Brunswick and Nova Scotia) have Ombudsman oversight of child welfare issues including child protection

* In Alberta, the Ombudsman has jurisdiction to review the conduct of government officials who administer the child protection system in that province with the exception of First Nations child protection services.
* In British Columbia, the Ombudsman has authority to investigate children's services provided by the Ministry as well as services provided by private agencies.
* In Manitoba, the Ombudsman can investigate children's aid societies and other childcare agencies because of their responsibility to the Crown under The Child Welfare Act.
* In New Brunswick, the Ombudsman has jurisdiction over child welfare issues, which are the responsibility of a department of provincial government.
* In Nova Scotia, in accordance with s. 2(a) of the Ombudsman Act and the Designation of Agencies Regulations, child welfare agencies and child-caring facilities licensed under the Child and Family Services Act are within the Ombudsman's jurisdiction. The Act was amended in May 2004 and new regulations approved by cabinet in December 2004 to provide the Ombudsman with clear jurisdiction over these bodies.

Saskatchewan, Quebec and Newfoundland and Labrador have independent investigative oversight of child protection issues through separate offices:

* In Saskatchewan, the Ombudsman has jurisdiction to consider complaints about the child protection system, which is administered through a government ministry. Generally, the Children's Advocate, which is essentially a specialized Ombudsman, deals with issues affecting children. However, the Ombudsman does consider complaints relating to child services brought by others e.g. parents.
* In Quebec, child protection services are provided through another oversight body with investigative authority.
* In Newfoundland and Labrador has a Child and Youth Advocate that has investigative powers.

I hope Ms. Chambers will be around for questions.

JUST WANT TO MAKE A COMMENT RE: EXGIRLFRIEND OF ALLEN (IF YOU COULD EVEN REFER TO HER AS SUCH IDIOTT MAYBE MORE LIKE IT ) SHE HAS GONE TO THE COURT ROOM,SPOKE AS IF SHE IS IN TOUCH WITH THE FAMILY AND IS GIVING OUT FALSE STATEMENTS. NOBODY HAS HAD ANY CONTACT WITH HER IN 13 YEARS. I JUST WANT HER TO KNOW THAT SHE IS NOT DOING THE FAMILY ANY GOOD IN FACT SHE IS JUST THE SOURCE OF EXTRA STRESS. SHE WAS LESS THAN AN AQUAINTENCE AND THE FAMILY IS REQUESTING FOR HER TO EITHER REFRAIN FROM GIVING FALSE STATEMENTS(ANY STATEMENTS)AND TO JUST MOURN JEFFREY IN A REPECTFUL WAY.

To a friend, I am the ex girlfriend you are refering to. I haven't been in contact with the family? I spoke with Sue not too long ago and have had a lot of contact with family outside of brothers and sisters of Richard. And I was still in contact with Richard 3 1/2 years ago. I also had the police call me, not the other way around regarding this case. So if you had your information right..... I have not caused any problems and have not done any wrong. I was attempting to help in any way that I could. And giving false statements, I wouldn't do such a thing. I never mentioned who I dated and decided not to use his name because he has a young family and is no way mentioned on this site or involved. I gave space and respect for him and his wife. I have never done anything to disrespect his family, except a cousin when she stepped out of line on my phone, which was dealt with like an adult. If the paternal family had an issue, they have my number and can call me to let me know their feelings, grow up.

I know the the court room is a public place and if Lisa wants to go she is welcome. And I know that she hasn't been disrespectful and has shown strenghth while dealing with this. I know that she has lost her mother after Jeffrey died and that she feels strongly that if the society as a whole came together both of their deaths would have been prevented. I am her husband and know that she has not done wrong.

To 'The Family':

You are placing blame for stupid things on everyone but your own family. I don't think anyone feels sorry for you anymore if they ever did. So far i havent read any false statements made by anyone here that wasnt already in the papers. Whats false?

I was a friend of Lisa and knew Allen and her in Highschool. They dated for almost a year and spent too much time together. He was her first boyfriend and she cared a lot about him. As for her being barely an aquaintance, she was over at his house a lot and was friends with Richard for 10 years after that. We both were. Richard and Yvonne lived with us after the younger of the 4 was born. And we all kept in contact until just before Jeffrey died. We also talked to his cousin B until a year ago. I just seen her the other day and she told me about the site and now I'm reading this. Get a life.

Lisa said...

I don't know why my credibility is being attacked. I never meant for this to happen, sorry that this is happening. This site is only intended to be about Jeffrey and all victims of child abuse and to prevent it from happening again.

To All:

I agree. Anyone can come on here and say they're anyone. People take things too personal. Why even respond if you don't know who anyone is. No one in my family wrote crap about Lisa. We have enough on our plates and battles to fight, why would we start another? We have lives too. We have our own families. We support this site and all the people working hard. So please until you know the true fact of who is writing, I would ask you refrain as they only obviously want to get a rise out of all of you. And if I had anything to Lisa, I am adult enough to say it to her face. I don't back down from no one, never have never will. So a little class people really!! My mom does not need anymore heartache and bashing. You had your say, now let it go!! Thanks Amanda (AUNT)
